In order to qualify for the HBP, the applicants:

- Must be a first-time home buyer. The first-time home buyers are those who, in the current year preceding the withdrawal within the last 4 calendar years, the resident does not live in the house that you or your spouse had.
- A signed contract to acquire or construct a qualifying house should be in place before an HBP withdrawal is made.
- Your Canadian residency is required from the date of withdrawal to the date of acquiring the qualifying home.

The residents have to repay the money within 15 years, and the repayment starts the second year from the withdrawal year. Every year, the resident has to repay a minimum of 1/15 of the total amount withdrawn, whether it is $60,000 or less.
